“I’d remove red tape in the public sector, the private commercial sector needs to help the government solve the problem. The public sector is not going to get enough grant money and not going to get it quick enough.

“Unless the commercial sector has got the freedom to invest in a compliant but legitimate way, this problem’s not going to get solved.”
