New agreement paves way for digital transformation of energy regulation

Gemserv has signed a new partnership deal with ClauseMatch to expand the reach of its innovative CodeWorks regulation management platform in a move which offers major benefits across the energy industry.

ClauseMatch is an award-winning London-based regulatory technology company that enables regulators to manage and publish regulations in a digital form and for regulated organisations to evidence compliance with applicable rules.

Following the successful launch of CodeWorks through the digitalisation of the Smart Energy Code (SEC), Gemserv is engaging with other code managers to share the platform across the industry. This will provide ready access to all the governance information that industry participants need, in a single location.

Jonathan Harley, Director of Business Development at Gemserv, said the agreement with ClauseMatch to expand the reach of the platform provides the foundation for a digital transformation of energy industry regulation.

Giving parties a greater role in shaping regulation

As well as enabling organisations to modernise their policy management and benefit from more efficient ways of working, the development will also help accelerate the shift to a carbon net zero green economy.

“By building a regulatory platform on which all energy regulations can sit, organisations across the industry will have instant access to all the information they need in one place and in a digestible format,” explains Harley. “Organisations will also be able to link their own internal policies to the regulations and maintain a continually updated view on any gaps, overlaps or changes to their regulatory position.”

Better Policy Management, Collaboration and Compliance

Jahan Haroon, Head of CodeWorks at Gemserv said digitalising the policy management lifecycle within organisations will make it easier for parties to adapt to industry change while maintaining compliance.

The move to build on the existing agreement with ClauseMatch, which developed the CodeWorks platform with Gemserv, follows on from rollout of the digitised SEC.

“This has shown us how best to do things over fully digital platforms in areas such as conducting consultations remotely and has provided the confidence to look at widening the platform out to support other codes and enable industry parties to link internal policies to them.”

The security and collaborative features of ClauseMatch’s technology, which is widely used across the financial services sector, was a key factor in the decision to choose their platform.

The dramatic increase in remote working seen in response to Covid-19 also confirmed the platform’s suitability to enabling industry-led change. Under the agreement signed with ClauseMatch, Gemserv will also look to expand CodeWorks into other key sectors it is active in.
