A Defra minister has admitted plans to start carbon reporting are a "work in progress".
Last week Deputy Prime Minister Nick Clegg said the Government would be forcing all firms listed on London's stock exchange to include emissions data in their annual reports from the next financial year.
Speaking at the Environmental Industries Commission event in London today, Lord Taylor said it wasn't so clear cut.
He told the audience: "I know it's widely welcomed by those of you in this room, it will provide transparency around how quoted companies are managing their carbon emissions.
"We will review the evidence on mandatory reporting in a couple of years' time and then decide whether to introduce regulation of all large companies, so this is work in progress."
His comments will partly reassure some members of the business community who have been pushing for Government to go the whole hog.
