‘Management bypass’ mindset has stymied tech breakthroughs

Whitehall has in recent years had a "management bypass" when it comes to acting on energy technology, a conference has been told.

And the breakthroughs that will revolutionise energy have already been made - they just need to be implemented.

Chairman of the UK Office of Renewable Energy Deployment Bernie Bulkin said: "If we want to look at where the technological breakthroughs are going to occur in the next decade, you look at where the action is in science... and that is where it has been at for years: in ICT, material science and bio-technology."

Mr Bulkin said "we are already seeing things that are revolutionising lighting and photo-voltaics", and added that "we are going to see bio-technology revolutionising the chemical industry".
